Meet our team

James D. Yang, Esq. – Managing Attorney

Attorney Yang was born in Beijing, China, and immigrated to the United States at an early age. He obtained his bachelor’s degree in Economics and Asian Studies at the University of California – Berkeley and received his Juris Doctorate from the University of Southern California. Mr. Yang had accumulated significant business consulting experience by working as an analyst at a boutique investment bank and a licensed real estate broker. Prior to founding Pegasus Law Group, Mr. Yang was an attorney at another internationally-recognized law firm and handled a variety of complex cases, including appeals and motions before the AAO, BIA, and the U.S. Circuit Courts of Appeals. Mr. Yang specializes in EB-5 investment visas and has helped hundreds of investors from around the world successfully obtain their green cards either through the regional center program or direct investment into their own business. Mr. Yang is fluent in Chinese Mandarin and is a member of the State Bar of California. He regularly participates in pro bono and community service activities in Los Angeles.

Frances Gui, Esq. – Attorney

Attorney Gui has practiced exclusively in immigration law since graduating from University of Washington with her Juris Doctorate degree in 2012. At PLG, she handles a variety of business and professional immigration cases as well as refugee and asylum matters. Attorney Gui is particularly experienced with EB-5 petitions as she has personally worked on over one hundred I-526 and I-829 petitions involving both regional center filings and direct investments. Prior to joining PLG, she was an immigration counsel at one of the earliest USCIS-designated EB-5 regional centers. Ms. Gui is fluent in Chinese and English. Besides her J.D., she also holds a Masters in Statistics from University of Georgia and a B.S. in biology from China Agricultural University. She is fluent in Chinese Mandarin and is a member of the State Bar of California and Washington.

Thomas Betts, Esq. – Of Counsel

Attorney Betts is a member of the State Bar of California. He has accumulated extensive experiences in immigration law, including filings of many types of non-immigrant and immigrant visa applications, researching and drafting of complex appellate briefs and motions, and representing clients in all stages of proceedings before the Immigration Court system. Mr. Betts is also knowledgeable about the investor immigration program, having processed over sixty EB-5 petitions in his career. Mr. Betts obtained his bachelor’s degree in English while minoring in Political Science from Rutgers University. He obtained his Juris Doctorate from Thomas Jefferson School of Law and was the recipient of the Dean’s Scholarship and the Jefferson Fellowship. Mr. Betts did his study abroad in France and enjoys his time traveling and running on the beach.

Robert Hernandez – Advisor

Mr. Hernandez is presently the Manager of Financial Planning and Analysis at Cornerstone OnDemand, a publicly-traded company, and is responsible for developing and maintaining its financial forecasts, including revenue projections, expense planning, budgeting, sales planning, and financial models related to corporate strategic initiatives, such as acquisitions, partnerships, and other corporate finance initiatives. Prior to Cornerstone, Mr. Hernandez was a part of the investment banking team at Madison Park Group, where he participated in day-to-day transaction implementation for private placements and acquisitions. His responsibilities included business plan writing, investment material preparation, and financial modeling. Mr. Hernandez graduated from Stanford University with honors in 2006 with a double major in economics and political science.

Winni Hung – Advisor

Ms. Hung is an advisor to PLG on matters involving real estate investment and business transactions. She is a California-licensed real estate broker and has over a decade of experience in developing and managing both commercial and residential real estate projects. She has a masters degree in Real Estate Development from Columbia University, and a bachelor’s degree in Economics and Music from the University of California Berkeley.
